[Topaz-general] Apache 2.0 license.

Hi folks,

    Ronald has painfully updated the source code files to move away from the
    ECL license to Apache 2.0 in the subversion repository. I have updated the
    Wiki pages also, but wanted to let everyone know in case of confusion when
    they check out the code.

    On another note, 0.9 release is being planned and I will be sending out a
    more detailed message hopefully later today.
