[Topaz-general] Open source license for Topaz.

Hi folks,

    In the interest of minimizing blank looks when we say ECL, we are thinking
    that we should move Topaz to Apache 2.0 software license. Legally speaking,
    we believe, there are no practical differences between the two, but from a
    market recognition and acceptance viewpoint Apache seems a lot better.

    If anyone has any strong opinions on this, please let us know.
